the enclosed account of the proceedings at a special Meeting of the Legislative Council which I summoned to meet on the 24ultimo. The Resolution which was unani- mously passed at that Meeting expresses the feelings of profound grief with which the Legislative Council and the community of Hongkong received the sad news of the

death of our late Most Gracious Queen.
